According to her, the digital ruble is primarily a means for payments and transfers. This is not a store of value – the Bank of Russia will not charge interest on the balance of digital rubles in wallets and issue loans in digital rubles. Skorobogatova added that the digital ruble is an obligation of the Bank of Russia.
“It is important to note that the digital ruble is not a cryptocurrency or a stablecoin, where either there is no issuer, or it is not clear who it is,” she said.
Skorobogatova noted that as soon as the law on the digital ruble is adopted, the authorities will begin trial operations with real digital rubles with 13 banks that have passed all the technical stages of preparation.
“Let me remind you that we are implementing a retail model. Namely: the client will be able to open a wallet in digital rubles through the mobile application of any of their banks and initiate transfers there, and the Central Bank, receiving these requests, will conduct operations on its platform, ”she said.
Recently, Anatoly Aksakov, chairman of the State Duma Committee on Financial Markets, said that his committee is actively working on a law on the digital ruble. In May, Aksakov said that the law on the digital ruble would be adopted in June. At the same time, it was originally planned to adopt the document in April.
