Chamber approves MP that allows payroll-deductible loans to beneficiaries of Auxílio Brasil

The Chamber of Deputies approved this Wednesday (29) a Provisional Measure that allows payroll-deductible loans to beneficiaries of Auxílio Brasil and Benefício de Prestação Continuada (BPC).

The text also expands the margin of payroll consignment of credit operations for policyholders of the General Social Security System (RGPS).

Payroll loans usually offer more security to the creditor, because the installments are automatically deducted from the payroll. The risk of default is usually lower and interest rates can be low.

As it is a Provisional Measure, the text took immediate effect as soon as it was published in the Official Gazette, in March of this year. However, it needs to be approved by July 15th so it doesn’t lose its validity. The text now goes to the Senate for analysis.

Expansion of limits

The rapporteur of the matter, federal deputy Bilac Pinto (União Brasil-MG), established that the sum of payroll deductions or available remuneration of employees governed by the CLT (Consolidation of Labor Laws) and public servants cannot exceed 40 % of available remuneration. Before, the percentage allowed was 35%.

The 40% limit will also be valid for Auxílio Brasil beneficiaries.

Retirees from the General Pension Plan, BPC beneficiaries and Lifetime Monthly Income holders will have the margin increased from 40% to 45%.

In all these cases, there will be a reserve of 5% for operations with payroll-deductible credit cards.

The rapporteur also made changes to the rules of the Urban Productive Inclusion Aid. Details for the operationalization of the issue should be regulated in the future by the Ministry of Citizenship.
