The Chamber of Deputies approved, this Tuesday (3), the project authored by the Executive Branch that establishes self-control in food production and also transfers from the Ministry of Agriculture to the companies themselves part of the sanitary inspection processes of the agro-industry, such as refrigerators and plant and animal food factories.
The proposal goes for analysis by the Federal Senate, if there is no appeal from the opposition to take to the Plenary of the Chamber.
According to the approved text, the objective is to reduce bureaucracy and facilitate the processes of inspection and control of the production of inputs and food of animal origin, based on the self-control of private agents and the implementation of programs to encourage compliance in Agricultural Defense.
According to the rapporteur of the proposal in the Agriculture committee, deputy Domingos Sávio (PL/MG), self-control is not self-regulation, the idea is “to give more freedom and less ties to those who produce”.
“We propose to reduce the excessive interventionism of the public power in the industries, which sometimes transforms the Ministry’s employees into representatives of the inspected companies”, highlighted the deputy.
The justification for this project lies in the reformulation of the current legislation, which is a demand of the productive sector. For the Executive, the amendments proposed by PL 1293/21 restructure the legal understanding of production control to meet the new demands, allow the expansion of agriculture and advances in the export of agricultural commodities, given the incompatibility of the government in following the evolution of the sector, in a scenario that can make inspection precarious.
The opposition was against the project, but did not get enough votes to overturn the proposal. For deputy Patrus Ananias (PT-MG) the project establishes a state omission. “This project makes rural producers, and here we are talking above all about agribusiness, large rural production, to become their own inspectors. They start to control their own activities, with the total absence, with the total omission of the State. It is a project that puts the private sector above the state,” he said.
The project is part of the government’s priority package on the 2022 legislative agenda.
