Chamber starts agenda for BR do Mar and should also vote PEC in 2nd round

In the afternoon of this Wednesday, the Chamber started the agenda of the extraordinary deliberative session called for this Wednesday (15th). The deputies are now going to analyze the bill that institutes the Program to Stimulate Transport by Cabotage, called BR do Mar.

The bill for BR do Mar, which has as one of its pillars the flexibility of chartering foreign vessels to be used in cabotage, passed the Senate in November, but returned to the Chamber’s analysis because the senators made changes.

Also on this Wednesday, the Chamber should continue the analysis of the highlights of the second part of the Proposal for Amendment to the Constitution (PEC) of the Precatório and vote on the matter in the second round. On Tuesday, the proposal was approved in the first round with 327 votes in favour, 147 against and 1 abstention.

The deputies maintained, in the first round, the limit for payment of court orders until 2026, and not until 2036, and the allocation of fiscal space in the PEC for Brazil Aid and social security expenses. The limitation on expenses with court rulings opens up a BRL 43.8 billion slack in the ceiling in 2022.

The change in the calculation of the spending ceiling, enacted last week, guarantees another R$ 62.2 billion in the Budget.

In total, the proposal guarantees the opening of a fiscal space of R$ 106.1 billion for an increase in expenses next year. With the final approval, the government of the President of the Republic, Jair Bolsonaro, will be able to pay the Auxílio Brasil in the amount of R$ 400 and still negotiate the rest to meet the demands of parliamentarians.

Before the session was canceled on Tuesday, deputies rejected two highlights presented by the PT.
