The Chinese ambassador to the United Nations, Zhang Joon, called on all parties to the Ukraine crisis to show restraint and refrain from any action that could escalate tensions, in a brief statement during a special Security Council meeting following his decision. Russian President Vladimir Putin to recognize the breakaway self-proclaimed People’s Republics in eastern Ukraine as independent states and order the deployment of Russian “peacekeeping” forces there.
The Chinese diplomat also said that his government welcomes and encourages any attempt to find a diplomatic solution to the crisis.
Earlier, representatives of several member states condemned Russia’s decisions. US Ambassador Linda Thomas-Greenfield called Moscow’s announcements about the deployment of “peacekeepers” “nonsense”, adding in an angry tone “we know what it really is”.
Rosemary DiCarlo, the UN Under-Secretary-General for Political Affairs, lamented the international community’s “regret” and added that “the coming hours and days will be critical. The risk of a major conflict is real and any sacrifice must be avoided.” .
Other members of the Security Council, including France, Norway and Ireland, have condemned Russia’s move, with Irish Ambassador Geraldine Bernson saying “unilateral action will only exacerbate tensions”.
Albanian Ambassador Ferit Hoxha wondered what would be the “next” country in which Russia would decide to invade, denouncing Moscow’s “rupture” under international law. The Hindu counterpart of T.S. Tirumurti expressed his “great concern” and called on “all sides to show restraint”, while Barbara Woodward, Britain’s ambassador, demanded that Moscow “back down”. Brazil has called for an “immediate ceasefire” in eastern Ukraine. The ambassador of Kenya, Martin Kimani, spoke of the violation of the “territorial integrity” of Ukraine, expressing the “strong concern” of his government. Ghana and the United Arab Emirates have also criticized Russia, calling for “de-escalation” and “self-restraint”.
