Chr. Stylianidis: 1.7 billion euros for the largest Civil Protection program in the country

The National Civil Protection Program “AIGIS”, which is the largest program ever designed to strengthen Civil Protection in our country, with funding of 1.7 billion euros, presented to the Committee of Regions the competent Minister Christos Stylianidis, describing it as a real opportunity for Greece to upgrade its civil protection, while strengthening its resilience to the climate crisis.

Given that the program will provide the necessary means, technological and in general logistical infrastructure and operational equipment, this is an opportunity and at the same time a titanic challenge “if we consider the well-known Greek millstones of the bureaucracy” as Mr. Stylianidis said. so that there is a result that everything moves differently and with speeds unprecedented.

To this end he gave a practical example according to which it has been scientifically observed and a direct connection has been made between the response time of the Fire Service and the successful extinguishing of a fire, that is, the closer to the beginning of the event the intervention is possible, the easier the extinguishing . “So if, through these modern systems, we manage to reduce the times to the absolute minimum, eg to 5 to 10 minutes from the announcement, then a large part of the fires, some talk about 70-75% will be able to be controlled in a minimum of time, “he explained.

Also, Mr. Stylianidis stated that the National Meteorological Service does not have a meteorological radar and wondered: “Is this possible in the 21st century? Then, how do we require detailed and accurate forecasts, eg for the volume of snow that will fall?” . “These must now be corrected,” he said, adding that these means alone are not enough, the pillar of the whole system was and remains the Fire Service, with its human resources and experience.

“But what they sometimes achieve with the excess of their heroism, we can not keep asking for. As admirable as it may be, it should not be the main way on which we will rely as a state and an organized state. As I say, “The right policy of Civil Protection is not done with jurors”, he stated characteristically and added that the main way is the modern equipment, the perfect and methodical procedures, the automated and coordinated reactions, the system in general, which we are now building.

The planning

The Minister of Climate Crisis and Civil Protection, informed that the focus of the planning is the creation of a modern and technologically upgraded, real National Coordination Center for Crisis Management and explained that there, in real time, there will be a complete picture of the country, through appropriate monitoring systems. warning detectors, special detectors, etc. (drones, early warning systems, etc.) and data will be analyzed on an ongoing basis, for any kind of potential danger.

This Center, organized in a pyramidal form, with clear responsibilities and hierarchy, will be fully supported by a national database, which will have all the necessary data and information, which will be analyzed by specialized scientific staff of various specialties, for the purpose of continuous supply. and assisting in political decisions. In the position of operational manager, there will be only one person, preferably in uniform, the hierarchically responsible to make all critical decisions during the battle, in consultation with the political leadership.

Citing the details of this plan – in addition to strengthening the Civil Protection mechanism, through AIGIS with modern means and intelligent prevention systems for processing and monitoring critical data – he spoke further about:

– The upgrade of the system 112, which will enable on the one hand the immediate sending of warning messages to the citizens by providing specific instructions of self-protection from dangers / natural disasters and on the other hand will provide the Authorities with the possibility of geoconfiguration of the caller, to ensure immediate assistance from in this case competent services (Fire Brigade, ELAS, EKAB).

– Ensuring the most timely and reliable coordination for effective management of any risk or disaster with new aerial command and control centers, mobile business centers and modern communication systems.

– The special emphasis that will be given to staff training programs and to public awareness actions and publicity actions such as standard training programs, establishment of a National School of Crisis Management and Risk Management, which includes the Academy of Civil Protection (with training programs for volunteers, executives Administration and local authorities A ‘and B’ degree, but also citizens), the Fire Academy (in Kifissia and Ptolemaida), as well as a model Special Training Center (Training of Traffic Rescues, Fire Labyrinth, Pumping, etc.).

It also promotes the implementation of 13 Regional Civil Protection Operational Centers that will be in constant contact with the National Crisis Management Center and through this structure the issue of proper coordination of each necessary operation will be resolved.

Especially for the specific action, Mr. Stylianidis informed that these Centers will “connect” with the organized Civil Protection systems of the Local Authorities, so that “finally the Local Government and the Central State will become one”.

Mr. Stylianidis also announced the launch of a national dialogue for the development of a National Strategy for Climate Crisis and Civil Protection and cooperation with the scientific community for the prevention of natural disasters in order to promote interconnection with domestic and domestic. International research institutes and universities for the development of research and innovation programs in disaster prevention and response, as well as the utilization of the existing national volunteering culture and the systematic organization and management of volunteering.

Mr. Stylianidis, after referring to a series of initiatives aimed at effective forest firefighting, informed that the issue of debt (of 8,457,481.64 euros from 2011 to 2016) was resolved to the NSPA, the competent NATO Service, through which the country ensures the rental of the necessary aircraft for fire protection. “Believe me, it would not be at all pleasant for securities to circulate throughout the Alliance, describing our country as inconsistent and unworthy, at the same time that according to the relevant statute, this debt would be assumed proportionally by all allies without exception. us in NATO “said the competent minister on the issue.

Finally, Mr. Stylianidis underlined that the object of the ministry – which has as a primary priority to “bridge” the traditional approach to dealing with risks, ie the repressive action belonging to the Fire Brigade, and the Civil Protection, with the management of the growing risk of natural disasters – is the definition of a national goal, one that does not lend itself to partisan, sterile confrontations.

“Only in cooperation and utilizing the entire political potential, but also the wider human resources of the country, we will reach, as soon as possible, where society demands” concluded the Minister of Climate Crisis and Civil Protection.
