A Civil Police operation launched this Wednesday (18) investigates suspected infiltration by members of a criminal faction in a city hall in the metropolitan region of Porto Alegre (RS) in exchange for electoral support.
The investigation began after suspicions of infiltration by members of a criminal faction in public bodies in the municipality of Parobé. The appointments and contracts would have been made in exchange for political support during the electoral period.
In total, 41 search and seizure warrants were executed at the Parobé Executive Branch facilities and at the homes, offices and companies of those being investigated. Documents and electronic equipment were seized, in addition to the judicial seizure of assets and valuables, such as 59 vehicles and 33 properties.
Thirty suspects, involving businesspeople, politicians, public agents and factions, are being investigated, in addition to 12 companies. The contracts under analysis total approximately R$40 million.
According to the investigation, fictitious and/or unstructured companies, belonging to the factionalized parties, would have benefited from large contracts with public agents, without going through the correct bidding process.
The operation also revealed suspicious connections between family groups and local politicians and the participation of members of criminal organizations in public administration. In other words, criminals who helped during the electoral election would have been appointed to public positions as retribution.
The occurrence of other frauds in bidding processes is still being investigated, such as undue dismissals from bidding processes and directing of hiring.
The Court also discovered that the illicit origin of the money used in the crimes was hidden through the use of “silence” in the management of companies. The suspects also acquired assets such as real estate and vehicles and repaid criminals who helped during the election by paying in goods and/or valuables. Systematic that, according to the investigation, characterizes the crime of money laundering.
