Climate law: Compulsory building insurance and exclusion of reforested areas withdrawn

Prior to its enactment, the Ministry of Environment and Energy made some improvements to the national climate law, accepting some of the objections that had been expressed.

One of the most important amendments is the withdrawal of Article 1, an amendment of the Ministry of Environment which provided for the mandatory exemption from reforestation of areas that have been declared reforestable but have not been ratified in the forest maps.

Also, Article 23 of the climate law was withdrawn, which provided that from January 1, 2025, new buildings located in high vulnerability zones are compulsorily insured, while the existence of an insurance policy is a condition for the electrification of the building. It is noted that areas of high vulnerability are considered to be areas located in geographical areas with a high probability of flooding or near forest areas that are characterized by a high risk of fire.
