Codesa auction will bring “better and more agile” management of the port, says lawyer

The auction of Companhia Docas do Espírito Santo (Codesa) — by the investment fund Shelf 119 Multiestratégia in the amount of R$ 106 million — will bring about “better and more agile” management of the common areas of the port.

This is the opinion of the lawyer specialized in Public Concession contracts, Rafael Wallbach Schwind, in an interview with CNN Radio.

“100% of the capital goes to the private sector, the port concessionaire will be responsible for the common areas, with a series of investments, what changes is a better and more agile management in the common areas of the port, port terminals were already modern, but there was this bottleneck in the common areas”, he explained.

The lawyer highlighted that, in Espírito Santo, it was 20 years with budget problems that prevented, for example, dredging.

While he thinks privatization is positive, he points out that three other auctions are planned: São Sebastião, Itajaí and Porto de Santos, before there is any result for the port in Espírito Santo. “The market watches this with concern.”

“I believe that at least two years will have to wait for the new system to produce results in Espírito Santo, the auction took place on Wednesday, but the signature will only take place on August 15, because there are a series of formalities that have to be fulfilled,” he added.

The lawyer said that, after the signature, there is a period of 6 months for lease contracts, to be converted to private contracts, and then the investments begin: “It takes time to generate results.”
