Commission approves preliminary report on the 2022 Union Budget

The preliminary report to the 2022 Annual Budget Bill (PLOA) was approved this Monday afternoon (6) by the Mixed Budget Committee (CMO), by symbolic vote, that is, when it is done by agreement and not by vote on the panel. Eight highlights were presented and are being analyzed by parliamentarians. The general rapporteur of Budget 2022 is Deputy Hugo Leal (PSD-RJ).

After approval of the preliminary report, the Commission still needs to analyze the 16 sectoral reports and the general report (which condenses them all into a single text). Only then is the approved text sent to the table to be voted on by the plenary of the National Congress.

Highlights

Of the eight highlights, six highlights have already been analyzed, all of which were rejected, therefore, the base text is maintained, so far, as approved. There are two highlights to be analyzed.

Debate

Senators are discussing the possibility of voting on bills from the National Congress, after considering the preliminary report of the PLOA, so that they can be considered at the Congress session scheduled for this Tuesday (7)

Deputy Carlos Zarattini (PT-SP) claimed that the report to the PLOA depends a lot on what will be promulgated from the PEC dos Precatórios. “Various budgetary issues, and consequently report items will be changed after enactment,” he said.

The rapporteur, Deputy Hugo Leal, explained that the preliminary opinion will still be voted on this Monday to advance the work and the sectorial reports to be analyzed during the week. Leal claimed that until the assessment of the general report at the CMO, the final analysis phase in the commission before the text goes to the plenary, the scenario on the enactment of the PEC of Precatório will be clear and the numbers will be corrected in the report.

Deputy Glauber Braga (PSol-RJ) said that his party believes that there is a failure to comply with the decision of the STF (Supreme Federal Court) in relation to the “secret budget” in the preliminary report. Braga requested that the part of the preliminary report that deals with this be removed from the text.

The congressman alleges that the R$ 16 billion reserved for the rapporteur’s amendments must be withdrawn, or the Psol will obstruct the text. Glauber says that there is no transparency or socioeconomic criteria for the distribution of resources, that the volume of resources for this purpose is high.

“We will not accept this non-compliance with a decision that attacked what is a secret budget, an amendment by a rapporteur to irrigate the electoral base of a Pocketnarist parliamentarian, based on a combined decision by the Speaker of the Chamber, President of the Senate, rapporteur and the Government of Jair Bolsonaro ”, said Braga.

The Mixed Budget Committee established a timetable to try to pass the 2022 Budget by December 17, the Friday before the parliamentary recess.
