Commission on murders of Bruno Pereira and Dom Phillips calls for investigation at TCU and CPI

The external commission of the Chamber of Deputies that followed the investigations into the executions of the indigenist Bruno Pereira and the journalist Dom Phillips approved, this Wednesday (30), the final report on the case, with a series of measures to be adopted by Congress .

One of the proposals suggested by the committee is a recommendation for Congress to activate the Federal Court of Accounts (TCU) to investigate possible omissions by public authorities in the case.

“It is urgent for Parliament to exercise its constitutional power/duty of supervision and control, activating the Federal Court of Accounts to investigate the management of resources, ‘omission’ and even ‘action in the opposite direction’ by public managers , to encourage illicit acts”, said deputy Vivi Reis (PSOL-PA) in her report.

In addition, the deputy also suggested the creation of a Parliamentary Commission of Inquiry (CPI) to investigate the case and request the immediate replacement of the current president of Funai.

Vivi Reis alleges that there is an “increase in crimes against the environment, against indigenous peoples and other inhabitants of this region full of natural and cultural riches, at the same time so valued and coveted by criminals and so abandoned by the State”.

“The absence of the State in the region directly contributes to the growth of crime. Reports of international drug trafficking, irregular fishing and illegal mining in the Javari Valley were some of the complaints obtained”, he justified.

The text was unanimously approved by the committee members. In practice, the report will be forwarded to the Chamber so that it can recommend sending the case to the TCU for investigation.

In the text, Vivi Reis stated that there was an “ideological stimulus” on the part of the current government, led by Jair Bolsonaro (PL), which led to the scrapping of inspection bodies. This dismantling would have been a key element in the murder of Bruno Pereira and Dom Phillips, according to the rapporteur.

“This ‘ideological’ stimulus to disrespect and crime, accompanied by the scrapping of inspection and control bodies, especially Funai and Ibama, led to the murder of Bruno and Dom and total insecurity in the territory of the Vale do Javari,” he said. .

“During the work of the external commission formed to monitor the investigation in the Vale do Javari – AM region, along the lines of the presented Report, it became evident that the tragic murder of Bruno and Dom represented the apex of an escalation of violence, an ‘announced tragedy’ before of the constant occurrence of crimes related to the illegal exploitation of indigenous territory”, said the deputy.

In practice, the external commission ended the work with seven recommendations for legislative proposals to be analyzed by the deputies. Among them are the creation of a CPI to analyze the case, the change of Funai’s president and a request for an investigation to the TCU.

Other suggestions made are letters to be sent to the government so that Funai can draw up a territorial protection plan in the Javari Valley, the region where Bruno Pereira and Dom Phillips were executed, and forwarding the report to the Ministry of Justice so that measures can be taken to fight crime in the region.
