Confidential document on Turkish moves in Cyprus – The ‘directorate’ and ‘hybrid approaches’

A top secret document from the European Services informed the EU Foreign Ministers yesterday about all of Turkey’s moves in the occupied territories. The classified secret document records all the movements of the Turks from July 20, 2021 onwards, while it also analyzes the Turkish actions in the occupied part of Cyprus.

According to the Cypriot newspaper “Phileleftheros”, the secret document records all the movements of the Turks in the enclosed area of ​​Varosia and in the occupied province of Famagusta. The document also includes aerial photographs of the drone base set up by Turkey in Lefkonikos, but also in Bogazi, where the Turkish army intends to set up a naval base.

What is recorded as an analysis, in the secret document, of the situation in Cyprus is also important. European analysts estimate that Turkish actions in Varosi aim to create new accomplishments aiming at the Cyprus issue. The actions in the occupied territories are linked to Ankara’s attempt to prevent any developments in the Cyprus issue. At the same time, it aims in the long run for the Turkish side to impose its own conditions for solving the problem.

The secret document refers to one “director” (board) that makes decisions about everything that happens in the occupied territories. This “board”, as it is called, is made up from politicians to the occupied which receive instructions from both the Turkish “ambassador” in Nicosia as well as by him leader of the Turkish Cypriots, Ersin Tatar. Both they receive their own instructions from the duo Fuat Oktay and Mevlüt Tsavousoglu, who are known to make no move without the consent of Turkish President Erdogan.

The European document also records “hybrid approaches” of Turkey to the occupied territories in which they are included the action of the secret services, the instrumentalization of migration flows, the use of military means etc. While it is noted that Turkey through the occupied seeks to destabilize relations between Cyprus and the European Union.

According to diplomatic sources in Brussels cited by the Cyprus News Agency, the 7-page report records the continued presence of the Turkish army in the area of ​​Varosia and in the port of Famagusta.

It also records the way in which Turkey is trying to create favorable conditions for itself in view of a possible solution to the Cyprus problem, through the consolidation of control in the decision-making process in the occupied territories and via demographic change.

As noted, one is being developed long-term development plan for the area that has been declassified and other areas of Varosion, with the assistance of the Real Estate Commission (which is recognized by the ECtHR as a legal remedy of Turkey in the occupied territories).

The report interprets Turkey’s actions as an indication that Turkey is prioritizing its geopolitical aspirations and domestic policy to the detriment of UN Security Council resolutions. It is also noted that the construction and upgrade works in the area continue, albeit at a slower pace.
