O National Congress approved this Tuesday (12) the basic text of the Budget Guidelines Law (LDO) for the year 2023. In the Chamber, there were 324 votes in favor and 110 votes against, while 46 senators voted in favor and 23 against. Now, the highlights to the text will be voted on.
The analysis and voting of the project were scheduled for this Monday (11). However, the joint session was suspended after a lack of consensus among parliamentarians on the opinion.
Government leaders, Senator Eduardo Gomes (PSDB-TO), and the minority, Deputy Afonso Florence (PT-BA), announced an agreement to vote on the LDO project before the vetoes that lock the agenda.
Among the most controversial points of the text was the provision to make the execution of the so-called rapporteur’s amendments, classified as RP 9 and dubbed a “secret budget” by the opposition mandatory. These resources, which total R$ 16.5 billion this year, could reach R$ 19 billion next year.
However, the rapporteur of the project, Senator Marcos do Val (Podes-ES), removed from the text this item that required the payment of the amendments of the rapporteur of the LDO, which was the subject of discussion and disagreement between parliamentarians.
In the text, a ceiling of R$ 43.6 billion was foreseen for the payment of precatories and requests of small value.
The project was approved for the Joint Budget Committee at the end of last month and forecasts a deficit in public accounts of up to R$ 65.91 billion and a minimum wage of R$ 1,294 for next year.
The LDO aims to assist the execution of Executive expenditures. The Law serves as the basis for the construction of the LOA (Annual Budget Law), which defines the Union’s budgets.
The report presented and voted on also notes a 2.5% growth in Gross Domestic Product (GDP) and inflation (IPCA) of 3.3% in 2023.

At the beginning of the session, which began at 10 am on Tuesday (12), the leader of the minority in Congress, deputy Afonso Florence (PT-BA), confirmed the agreement for the approval of the proposal, but criticized the project and said that they would vote against the LDO, even with the withdrawal of the imposition of the rapporteur’s amendments.
At around 11:40 am, party leaders began guidance on LDO votes, with ruling and center parties recommending voting in favor of the bill, while the opposition and minority recommended voting against.
A little before noon, the parliamentarians began the roll-call votes on the proposal. Some of them remembered the murder of Marcelo Arruda, a member of the PT, who was killed by a Bolsonarista at his birthday party.
Other aspects
The project also presents the forecast of correction and restructuring of positions and careers of federal servants. The text allows the correction, in 2023, of the food or meal allowance and pre-school assistance of servers. This readjustment had been prohibited this year.
According to the LDO, the readjustment cannot exceed the consolidated per capita value of the Union.
The text also requires a compensatory measure for legislative projects that lead to an increase in mandatory expenses, in general, even if they are not of a continuous nature.
Another aspect present in the project is the “Women’s Budget”, which had been vetoed by President Jair Bolsonaro (PL) in the 2021 and 2022 LDOs.
And among the priorities is also the early childhood agenda, which includes the construction of day care centers; actions aimed at water security; the “Casa Verde e Amarela” program; programs aimed at generating employment and income; and ongoing multi-year investments.
