Congress will have a working group for a new rapporteur’s amendments proposal

The National Congress is preparing the creation of a working group to prepare a transparency proposal for the so-called rapporteur’s amendments, which were suspended by the STF (Supreme Federal Court) last month.

The rapporteur of this year’s budget proposal, senator Márcio Bittar (PSL-AC), received authorization from both the command of the Chamber of Deputies and the Federal Senate to appoint technical staff to participate in the discussion.

In conversation with the CNN Brasil, the congressman explained that his intention is to prepare a work plan until next Wednesday (8). And that awaits a signal from the Supreme Court to begin work.

“I will do everything I can to answer [à demanda da Suprema Corte], but it can’t be very fast”, he said. “Before we start the identification work, it has to be in agreement with the STF,” he added.

In a manifestation on Friday (3), the National Congress stated that it will seek to comply with the Supreme Court’s decision regarding transparency in the application of resources from the rapporteur’s amendments.

One of the alternatives evaluated by the Legislative Power is to inform the Supreme Court monthly of the list of authors of the requests for amendments, in a kind of rendering of accounts on the matter.

Altogether, the estimated amount of amendments by the rapporteur for next year is around R$ 16 billion. In Bittar’s assessment, there is an urgent need for them to be unlocked, precisely because most of them are destined to the health area.

The National Congress wants the Supreme Court to quickly define the future of the rapporteur’s amendments, since, if they are not committed by December 31, 2021, they cannot be released.
