Congressional committees meet today with Moïse’s family in Rio

The delegation from the Chamber of Deputies and the Senate will be in Rio de Janeiro this Monday (14th) to follow the investigations into the murder of Congolese Moïse Kabagambe.

The parliamentarians meet with the victim’s relatives, representatives of the State Government, City Hall, the Brazilian Bar Association of Rio de Janeiro, the Public Ministry, the Legislative Assembly and the Congolese community in the state.

The diligence also intends to verify the working conditions and eventual difficulties faced by refugee families in the inclusion in public policies.

The parliamentary group is composed of: deputy Carlos Veras (PT-PE), president of the Human Rights Commission, the three vice-presidents of the Human Rights Commission, deputies Orlando Silva (PCdoB-SP), Erika Kokay (PT-DF) and Vivi Reis (Psol-PA), and MPs Jandira Feghali (PCdoB-RJ) and Talíria Petrone (Psol-RJ).

For the Senate, the president and vice-president of the Senate Human Rights Commission, respectively, Humberto Costa (PT-PE) and Fabiano Contarato (PT-ES).

The visit is expected to last two days. The parliamentary group should reinforce the OAB-RJ’s demand for progress in the investigations, including the availability of the full version of the video that recorded the aggression against Moïse on January 24 in Barra da Tijuca, west of the city.

The prosecutor responsible for the case, Alexandre Murilo Graça, from the 3rd Criminal Investigation Prosecutor’s Office, assured the young Congolese’s family and the prosecutor of the Human Rights and Judicial Assistance Commission of the OAB-RJ, Rodrigo Mondego, one of the relatives’ defense lawyers, that the complaint from the Public Ministry will be presented until the beginning of March.

Last Thursday (10) the OAB reiterated its discontent with the defense’s lack of access to the full version of the video and asked for help to mobilize federal entities to ensure that all those involved in the murder are identified.

Also on Monday, Moïse’s family and lawyer Rodrigo Mondego are scheduled to meet with representatives of the Orla Rio consortium and the Municipal Department of Finance and Planning to discuss the concession of another kiosk, after the relatives have renounced the first offer.

Family members changed their minds, citing fear. The Secretary of State for Military Police opened an investigation to investigate this complaint. The case is being handled by the 2nd Judiciary Police Precinct, which belongs to the General Corregedoria of the Corporation.

In Congress, the case gained two more moves: the PT bench asked for the immediate creation of a temporary external commission to follow up the investigations in loco. The request was sent to the president of the Chamber, Arthur Lira (PP-AL) and to the governor of the state, Claudio Castro, and will be submitted to the plenary.

The PSB bench presented a request for the creation of a Mixed Commission to Combat Racism which, if accepted by the Chamber, should be responsible for preparing proposals to combat racism and promote racial equity in the country.

According to data from the Atlas of Violence 2021, prepared by the Brazilian Public Security Forum, a black person is 2.6 times more likely to be murdered in Brazil.

In the decade between 2009 and 2019, the number of black homicide victims increased from 33,929 (in 2009) to 34,466 (in 2019); increase of 1.6%. On the other hand, there was a 33% reduction in the lethality of non-black victims in the same period: 15,249 in 2009 to 10,217 in 2019.

The secretary general and president of the Human Rights Commission of the OAB-RJ, Álvaro Quintão, commented on the post by the president of the Palmares Foundation, Sérgio Camargo, who, on a social network, called Moïse a “vagabundo”, stating that “the color of skin had nothing to do with the brutal murder.”

“I want to register my deep disappointment with this gentleman who presides over the Palmares Foundation and who has shamed the foundation since its inception. This is just another shameful comment. After Moïse is beaten to death, he wants to beat up his history and memory”; said Quintão.
Lawyer Rodrigo Mondego posted that “the family is appalled by this guy’s criminal speech. We are already studying appropriate measures.”
