COP30: Government invests R $ 263 million to hire ships beds

200 days from the 30th United Nations Conference on Climate Change (COP30), the Federal Government announced, on Thursday (24), the formalization of an contract with Embratur to ensure a hospitality solution in Belém: the offer of more than six thousand beds on cruise ships.

Articulated by the Civil House of the Presidency of the Republic, the measure is part of the national strategy to meet the high demand for accommodation generated by the largest climate event in the world, which will be held in November 2025 in the capital of Pará.

The hospitality settlement agreement, signed with Embratur, provides for the use of ships such as temporary accommodation, capable of serving international delegations, representatives of developing countries and UN secretariat teams for climate change.

Part of the beds will be reserved for these groups, according to the commitment made by Brazil as a host country of the conference. Of this total, the contract provides for the reservation of 500 accommodations for developing countries and a technical reserve that may be funded by the United Nations Fiduciary Fiduciary Fund on Climate Change (Unfccc) or directly by the interested countries.

According to the government, the contract has a total amount of R $ 263 million, but with an estimated initial disbursement of R $ 30 million, intended to guarantee the operation and the hiring of Embratur.

The difference will be funded by selling booths by the operator that will be selected by the agency. Embratur will receive R $ 3.7 million for the modeling, planning, hiring, management and supervision of the operation.

Floating and legacy for tourism

The ships will be moved in the port of Outeiro, which is undergoing revitalization and expansion works to receive large vessels.

The reform is considered strategic, as it will leave as legacy a new port infrastructure with the potential to foster maritime tourism in the northern region. The Extraordinary Secretary for COP30, Valter Correia, stressed that the operation is part of an integrated effort of the federal government.

“We are guaranteeing the necessary infrastructure to receive with dignity the participants of COP30, while leaving an important legacy for the local population,” he said.

The president of Embratur, Marcelo Freixo, highlighted the role of the initiative in the international promotion of Brazil. “All efforts of Embratur and the Federal Government will ensure that Belém is ready to welcome and help build global agreements toward a fairer and more sustainable planet,” he said.

Interested companies and transparency in the process

Since early 2024, the federal government has been maintaining negotiations with sea companies interested in operating ships during COP. Two of them have already expressed interest: MSC Cruises and Costa Cruises, both with a history of operation in Brazil and logistics capacity to meet the demand of the event.

The entire process of elaboration and hiring was attended by the Union Attorney General (AGU) and the Comptroller General of the Union (CGU), which, according to the government, guarantees legal certainty and transparency to the operation.
