Britain and Ukraine have ratified the Istanbul Convention, the first international treaty setting out legally binding rules to prevent violence against women, Council of Europe Secretary General Marija Pejcinović Burić said today.
“A great week for the Istanbul Convention,” a text from the Council of Europe: “after Ukraine, I warmly welcome the UK as the 37th state” to sign the Treaty, Buric wrote on Twitter.
On Monday, the secretary general had announced Kyiv’s accession “to this historic treaty”.
It will enter into force in both countries on November 1, the Council of Europe said on its website.
The convention, signed in May 2011 in Istanbul, establishes a legal and institutional framework to combat gender-based violence. It obliges governments to pass legislation that suppresses domestic violence and similar rights abuses, including intimate partner rape and female genital mutilation.
According to Amnesty International, the Istanbul Convention, “is the most ambitious international treaty” in this area.
Turkey, a signatory since 2011, recently withdrew from it, with the Turkish government accusing it of encouraging homosexuality and threatening the traditional family structure.
Ankara’s decision to withdraw from the convention was confirmed on Tuesday by a decision of the Turkish Council of State.
Several organizations, including political parties and human rights NGOs, had appealed to Turkey’s highest administrative authority, requesting the annulment of the withdrawal from the convention, which was decided by presidential decree on March 20, 2021.
The Council of Europe, created after World War II, consists of 46 states across the continent, including Turkey, Britain and Ukraine.
The organization, guardian of Human rights in Europe, is based in Strasbourg, in eastern France.
