Council of Europe: Steps of progress against corruption in Greece but also the need for additional measures

The Council of Europe’s Group of States against Corruption (GRECO) highlights the steps that Greece has taken in preventing corruption in its assessment report on the country, but calls for additional measures.

Among other things, the report cites the country’s progress in strengthening anti-corruption policy, in particular through the establishment of the National Transparency Authority. It also refers to the upgraded systems of internal control and disclosure of financial data, as necessary tools to prevent corruption among senior executives. The recent introduction of rules regulating lobbying is also a welcome development, although it has been noted that its effectiveness has not yet been tested.

The GRECO team is calling for additional measures to ensure the effective implementation of the access to information and public consultation requirements. In addition, it calls for more efforts to be promoted and raise awareness of ethics and integrity among senior executives. Recommends the development of a targeted anti-corruption policy in the Police and points out that priority areas should be the working conditions of police officers (especially through the development of shift lists and overtime pay), gender mainstreaming, control police rules, rules for ancillary activities and disciplinary proceedings. Finally, it calls for an effective framework for the protection of whistleblowers.

The implementation of the recommendations addressed to Greece will be evaluated by the GRECO team in 2023 through the compliance process.
