The Regional Council of Medicine of the State of Rio Grande do Sul (Crems) suspended for 45 days the interdiction of teaching medical subjects to students of the undergraduate medical course at the Lutheran University of Brazil (ULBRA) at the University Hospital of Canoas, in the metropolitan region of Porto Alegre. The decision takes place after the presentation of the agreement signed between the City of Canoas and the university maintainer.
The interdiction took place on April 30. According to Crems, “the lack of formal contract made the continuity of teaching activities unfeasible. The interdiction was a necessary measure, supported by technical and legal criteria.”
Also according to the board, the suspension is temporary and conditioned: “The period of 45 days will be used for careful verification of compliance with the contractual terms, including still obscure points, such as the definition of the maximum number of students per preceptor and the formalization of the preceptors bond with the HU.”
Among the guidelines that must be fulfilled, according to Crems, “Formalized and Public Contracts; Defined Deadlines; Proper number of students per preceptor; patients’ consent in teaching activities; and the recognition that students are students and their presence does not impact care as they cannot be used as cheap labor and are there to learn”.
The inspection of the Cremers and subsequent interdiction would have occurred after complaints from students to the Council and the Public Prosecution Service (MP). The students would have mentioned a precarious structure, overcrowding in the internships and lack of basic classes.
In a statement, Ulbra said that the “imposed interdiction, based on a false accusation of the lack of contract, brought huge inconvenience to students and teachers and endangered the care to the population, as our medical teachers are responsible for approximately 250 weekly care at the University Hospital”.
