Councilman Gabriel Monteiro (PL) carried out an inspection accompanied by four other people this Tuesday afternoon (13), in a health unit in the North Zone of Rio Janeiro. Although this type of inspection is a prerogative of the function, Gabriel is prohibited, by decision of the Federal Court, from appearing at the units if he is accompanied by two or more advisors carrying a weapon. It is also not allowed to carry a weapon inside the establishments.
One of the excerpts of the court decision says that the “defendant carries out inspections in health units under the terms of municipal law n. 1692/1991, unarmed and accompanied by only one advisor, under penalty of a fine of R$ 50,000.00 for each event”, says an excerpt from the decision signed by federal judge Marcelo Barbi Gonçalves.
THE CNN confirmed the information from the inspection carried out by Monteiro with the Municipal Health Department (SMS). In a note, the agency highlighted that the parliamentary inspection only ended with the arrival of the police.
“Councilman Gabriel Monteiro was at the Rocha Miranda UPA last night (13), around 6 pm, accompanied by four advisors. Due to the councilman’s aggressive behavior with the professionals on duty at the unit, the police were called. The visit ended shortly after the police arrived. At the time of the visit, four doctors were on duty at the unit”, informed the SMS in Rio.
Gabriel Monteiro is prevented from carrying out inspections in hospitals with a group of advisors after the Regional Council of Medicine of Rio de Janeiro (Cremerj) went to court against the inspections previously carried out by the parliamentarian. THE CNN also contacted Cremerj and awaits the note that will be sent on the matter.
The council alleges that Monteiro entered the units armed, accompanied by other armed people, threatening and embarrassing doctors and nurses. The agency also claims that the councilor uses the videos made inside the units in a distorted and edited way, and without the consent of the employees.
The Federal Court also decided to ban the dissemination of videos made by the councilor without the proper authorization of the people involved in the images with nurses, doctors and other professionals from the health units.
In another part of the decision, it is stated: “that the Defendant refrain from disclosing any video made in health facilities that includes, without the respective authorization, the image and voice of third parties on their social networks or any other means that makes the content public, except for the use of anonymization techniques (art. 5, XI, LGPD), through which images and voices lose the possibility of association, directly or indirectly, with an individual”, he says in the piece.

Councilman Gabriel Monteiro gave a statement to the Civil Police of Rio de Janeiro last Tuesday (12) about an alleged forged attack in August last year. At the time, the councilor said that he and the team suffered an attack. In addition to this episode, he is also investigated for sexual and moral harassment and was searched and apprehended at his home, in the Mansões condominium, in the West Zone of Rio and at his workplace, in the City Council.
Ethics Council
In the legislative sphere, the Ethics Council of the City Council of Rio will define whether the congressman will have his mandate revoked in the face of serious accusations. Councilman Chico Alencar (PSOL) was drawn to be the rapporteur for the representation against Councilman Gabriel Monteiro.
According to Chico Alencar, at least three videos will be analyzed. In one of them, also investigated by the Civil Police, Gabriel Monteiro appears having sex with a 15-year-old girl. The content was leaked and published on the internet. The councilor claims that he did not know that the young woman was a minor.
Asked about the supervision of Monteiro, failing to comply with a judicial determination, councilman Chico Alencar said: “In the case of disrespect for the judicial decision, he would fit into the profile of a parliamentarian who would be abusing his prerogatives. 3a has a new meeting of the Ethics Council”.
