The Regional Council of Medicine of the State of Rio Grande do Sul (Cremers) determined the interdiction, on Wednesday (30), teaching specifically medical subjects to students of the undergraduate medical course at the Lutheran University of Brazil (ULBRA) at the University Hospital of Canoas, Porto Alegre Metropolitan Region.
According to Cremers, the decision does not affect medical attention to the population.
The board measure came after an inspection that observed the lack of formal contract between HU and ULBRA. In addition, according to Cremers, teachers do not have a care contract to work at the hospital.
According to the Council, the interdiction will remain until the documentation is received proving the regularization of the contracts. “If any doctor fails to comply with the determination of Cremers, he had incurred an ethical illicit,” Cremers president Eduardo Neubarth Trindade said in a statement.
On the other hand, in a statement, Ulbra said that “Crems does not hold legal competence to suspend or interdict educational activities of any undergraduate course, which belongs exclusively to the Ministry of Education.” It also says that “the note and self -issued by Cremers do not have any legal effectiveness to interfere with Ulbra Canoas’ pedagogical activities” and that “academic activities, including supervised stages, are fully maintained and according to current educational and toilets regulations.”
Cremers inspection would have occurred after allegations of students to the Council and the Public Prosecution Service (MP). The students would have mentioned a precarious structure, overcrowding in the internships and lack of basic classes. ULBRA took a grade 2 of 5 in the last National Student Performance Exam (ENADE). It was the worst grade among the 19 gaucho institutions of medical education evaluated.

The Lutheran University of Brazil – Ulbra Canoas/RS, through its legal advice and its maintainer Aelbra, is publicly repudiated the content and form of the so -called interdiction of medical education 01/2025/RS, issued by the Regional Council of Medicine of the State of Rio Grande do Sul (CREMERS), and clarify its absolute legal and administrative illegitimacy.
1. Crems does not hold legal competence to suspend or interdicate educational activities of any undergraduate course, which belongs exclusively to the Ministry of Education, according to the Federal Constitution (art. 209 and 211) and the Law of Guidelines and Bases of National Education (Law No. 9,394/1996). Any interference of Crems in this area is a violation of university autonomy, constitutionally guaranteed.
2. The alleged “administrative procedure” mentioned by Cremers is unilateral, absent from contradictory and broad defense. The university was not previously notified, nor had the opportunity for demonstration, being surprised by a measure released directly to the press, without technical, legal or ethical support.
3. The grade and the self -issued Cremers have no legal effectiveness to interfere with Ulbra Canoas’ pedagogical activities, nor to coerce teachers, students or patients. The use of public authority for intimidating purposes, without legal basis or judicial support, constitutes, in theory, administrative and criminal offenses, which will be duly determined in the competent spheres.
4. The Ulbra Canoas Medical Course is still authorized and recognized by MEC, with adequate infrastructure, qualified faculty and field of regularly established practices. Academic activities, including supervised stages, are fully maintained and according to current educational and sanitary regulations.
5. For more than 20 years, Ulbra has had a regular agreement with the City of Canoas and the University Hospital for teaching practices, which ensures the continuity of academic activities safely and legally.
6. We call on the entire academic community to maintain serenity and continuity of scheduled activities, disregarding the note issued by Cremers. Any attempted intimidation will be firmly faced, by legal and institutional way, in defense of the rights of our students, teachers and society.
The university reaffirms its commitment to ethics, the excellence of medical education and public health, and will continue to promote the training of qualified professionals, committed to the well-being of the Brazilian population.

Simers carefully and seriously receives the decision of Cremers to interdict the medical education of the ULBRA School of Medicine at the Canoas University Hospital. The union has been advocating, countless times, the formation of quality for new doctors, and has been contrary to the indiscriminate opening of new vacancies and schools. Therefore, at this time, we announce some measures to be taken by the union:
1) Immediate lawsuit for ULBRA to prove that it is able to provide practical medical classes, as determined by legislation.
2) Collective Labor Action for doctors to be release to perform education activities at the University Hospital until Ulbra does not prove conditions.
3) Registration of office to the Ministry of Education requesting immediate supervision at the Faculty of Medicine of Ulbra.
4) Communication to the State Public Prosecution Service asking for action on the situation.
5) Submission of notification to Procon RS to investigate the rights of university students.
6) Request for access to ULBRA Practice Fields by Simer Directors so that they can ascertain the situation on site.
7) Installation of a special committee against the opening of new medical schools to closely monitor the mobilizations in this regard.
8) Legal support for students of the course through the Simer Academic Center (NAS).
The subject is extremely delicate and requires a quick positioning of all entities involved. And may it be determined who are the true responsible for the situation to have reached this point. Simers defends and will always defend the ethical and quality medical performance and the dignified formation of medical students.
