Economist Gabriel Galípolo, who accepted to be the number 2 in Fernando Haddad’s Ministry of Finance, is a critic of the PEC do Duplo as it was presented to Congress.
According to his interlocutors, in internal debates with the government transition team, he defended a reduced PEC — something around R$ 130 billion —, with clearly defined values on how much would be allocated to each area.
However, as the PEC ended up being operated by politicians, and not by transition economists, the original format ended up prevailing.
Galípolo should be relevant to help the internal debate on the new fiscal anchor.
He is enthusiastic about a model that creates a rule that controls spending, but creates space for the value to evolve beyond inflation (IPCA) limited to GDP growth so as not to increase the size of the state in the economy.
This alternative, even during the campaign, was already taken to market agents and was well received.
