Cyprus: Investigation into Abramovich’s luxury jets

The Cypriot Minister of Transport, Communications and Works, Giannis Karousos, gave instructions for an investigation in relation to the two detained and Cypriot-linked aircraft of Roman Abramovich.

This emerges from what the minister himself stated to the “Phileleftheros” of Cyprus.

It is obvious that Mr. Karousos’s aim in the first phase is to find out whether the two luxury aircraft, with a total value of 410 million dollars, are connected in any other way with Cyprus and if there is any illegal activity in relation to them.

According to a report by “Phileleftheros” on the case, Abramovic, through two corporate entities registered in Cyprus, acquired ownership of the aircraft in question. That is, without appearing himself in a public corporate document.

“Instructions have been given to competent officials, in order to investigate the history of the aircraft in relation to Cyprus,” the Minister of Transport said, speaking to the newspaper. He explained that from the first moment he took over the portfolio of the Ministry of Transport, he took care of keeping a register in relation to the ownership status of aircraft related to Cyprus, but also for his information. He added that for this purpose there was cooperation with the Ministry of Interior.

“In general, I ask for due diligence for aircraft registered in Cyprus, especially when there are owners from third countries, in order to find out if they have anything to do with money laundering or other related offenses,” said Mr. Karousos.

In addition, the Minister of Transport stated that there was an inspection even for aircraft of Cypriot companies, which have foreign or foreign officials.

The Cypriot entities

According to a US federal investigation, Russian billionaire Roman Abramovich acquired the two luxury aircraft by corporate tricks. He reportedly achieved this through the shell company Finservus (Trustees) Limited (“Finservus”) and the “Trust” under the name “The Europa Settlement Trust”. Finservus is a trustee of the Europa Settlement Trust, owned by Roman Abramovich, according to FBI Special Agent Alan Fowler. Both of these business entities are based in Cyprus.

Finservus is also the major shareholder of Jersey-registered Wotton Overseas Holdings Limited. Wotton, in turn, is the sole shareholder in Clear Skies Flights Limited (Jersey) and Wenham Overseas Limited (Virgin Islands), through which the two aircraft, Gulfstream and Boeing, were purchased, respectively.

The commitment order

According to FBI documents, the American-made aircraft violated regulations related to the sanctions imposed on Russia for invading Ukraine. In particular, they allegedly operated flights in the first half of March, without the necessary permits and approvals from the competent office of the US Department of Commerce.

An FBI agent in an affidavit requested the issuance of an arrest warrant for the two aircraft by a court in the southern district of New York, a request which was approved last Monday (06/06). This decree, of course, gives time for the process of booking the planes to take place by June 20th.

The Boeing, according to the Americans, traveled on March 4 from Dubai to the Russian capital. As for Gulfstream, it flew from Istanbul to Russia (12/03), then traveled to Tel Aviv (13/03), and the next day (14/03) found itself again at Istanbul airport, before arriving in Moscow ( 15/03).

The $ 350 million Boeing 787-8 Dreamliner has a P4-BDL queue number, while the manufacturer’s serial number is 37306. The Gulfstream G650ER has a LX-RAY queue number. The manufacturer serial number is 6417. Its value is estimated at $ 60 million.
