The rescue operation will be a major test for the hardline Islamist movement of Talibanwho took over the reins of the country when US-led international forces withdrew after 20 years of war.
The country has since been largely isolated and cut off from much of international aid by sanctions.
Japan, South Korea, Taiwan and the United Arab Emirates announced on Thursday that they planned to send aid to Afghanistan, while supplies from neighboring Pakistan have already crossed the border.
India, whose relations with the Taliban are strained, has said it has sent 27 tonnes of supplies on two flights and that they will be delivered to international aid agencies.
