Death of Piruinha's son was mentioned in the PF report in the Marielle case

The investigation into the death of the son of bicheiro José Caruzzo Escafura, known as Piruinha, the oldest offender at the former Jogo do Bicho summit, goes to the popular jury for qualified homicide this Tuesday (9), was mentioned in the Federal Police's final report on the investigation of the Marielle Franco case.

According to the document, there is evidence that the Civil Police did not reach the conclusion of who killed Haylton Carlos Gomes Escafura due to possible interference by police chief Rivaldo Barbosa, who headed the Homicide Division at the time.

Piruinha's son was found dead in June 2017 in a hotel in Barra da Tijuca, alongside his wife, military police officer Franciene de Souza. According to investigations, the reason for the execution was the dispute over slot machine sales outlets, as he had been trying to recover gambling territories in parts of the north zone of Rio.

The testimony of police chief Brenno Carnevale, cited in the PF report in the Marielle case, casts doubt on the distribution of investigations that investigated deaths possibly resulting from the actions of criminals.

“During the period in which the deponent [Brenno Carnevale] was in DH, a double homicide occurred in Barra da Tijuca, which killed Haylton Escafura, son of the criminal known as “Piruinha”, as well as a woman, who was a military police officer. As the deponent was investigating the deaths of military police officers in the city of Rio de Janeiro, as soon as DH arrived to work, he requested that all the material seized at the scene of the homicide be kept in a safe place, available to the deponent and his team, to be analyzed and also placed the procedure in secrecy, as it was understood to be a sensitive investigation. However, the investigation was removed from the deponent's attribution, as was the learned material that was in his room,” the document cites.

In a statement to the Public Ministry of RJ, Carnevale went further: he reported that there was no elucidation of the crimes involving bicheiros between August 2016 and March 2018. He also reported that seized materials and investigations had mysteriously disappeared.

In the report, the PF pointed out signs of intentional “negligence” in investigations to protect people of interest to Barbosa, who paid for this protection. The report states that, during the period in which he was in charge of the Capital's Homicide Police Station, for example, the police chief received undue advantages for the offense of not investigating or not allowing investigation into homicides committed as a result of territorial disputes for the exploitation of the animal game. . So much so that a procedure was opened to investigate the crimes of criminal organization, passive corruption and money laundering committed by Rivaldo Barbosa and police officers subordinate to him, family members and businesspeople.

To support the accusations of corruption, the PF investigators also cite in the document the testimony of former PM and militiaman Orlando Oliveira de Araújo, Orlando Curicica, who stated that there was a monthly payment system carried out by criminals for the police stations in Rio de Janeiro. January.

“No, it’s a table. This is a table. Police stations like 22, 21, 27, 38, they earn R$40 thousand per month from the misdemeanor. 35 earns R$40 thousand per month. There is a table, okay? DH, the specialized ones, earn more, which varies between R$60 and 80 thousand per month. DH, in addition to what they receive monthly, when a homicide occurs, for example, they leave footage, they leave a trail so that they can direct the homicide to a certain offender, they pay out of pocket, as was the case with Pereira and the case with Escafura”, said the militiaman.

According to a report, the Capital's Homicide Police received around R$300,000 from a person linked to bicheiro Rogério de Andrade so as not to “disturb” those likely involved in the execution of former PM Geraldo Pereira. Separate payments would also have taken place in order not to reach a solution to the deaths of the president of Portela, Marcos Vieira de Souza, known as Falcon, and Haylton Escafura.

As a result, according to the PF, Barbosa would also have been responsible for the so-called “business desk” installed in the department, which combined, through the payment of bribes, the omission in certain cases or the directing of investigations to innocent people, in order to free the real culprits. “To this end, Rivaldo did business with criminals, militiamen and, as seen in the case at hand, politicians, in the desire to make a profit financially and politically”, states the PF.

The report concludes that “Rivaldo profited while criminal organizations piled up bodies throughout the Metropolitan Region of Rio de Janeiro. The creation of this pernicious environment allowed the strengthening of criminal groups, considering that the deliberate omission in the repression of homicide crimes has the effect of cultivating a fertile environment for all types of crime, this crime being the sewer into which the reflexes flow. of others”.
