Defibrillators everywhere: now there is the law

First schools and universities, then all the other public places. Defibrillators arrive all over Italy thanks to a new law that has criminal liability abolished. Everyone will be able to use them without the legal risks that have hitherto held back their use. They should arrive in public administration offices, stations, ports and airports, but also above public transport.

The Chamber has given the final green light to the law that allows the spread of defibrillators in all cities.

The model is Piacenza where the project started twenty years ago. “We have one defibrillator for every 300 inhabitants. There are 1070 defibrillators in the city and province. In every town or neighborhood there is at least one. The province tripled survival from cardiac arrest. With the interventions, people are saved in 80% of cases ”Daniela Aschieri, President of Progetto Vita and Director of Cardiology at the Castel San Giovanni hospital, explained to Vanity Fair.

In our country, one person dies every 8 minutes for one cardiac arrest. The massive presence of defibrillators, such as that which, for example, already exists for fire extinguishers, would significantly reduce mortality. Every minute that passes between cardiac arrest and surgery, the chance of survival drops by 10%. After 10 minutes it reaches zero. If you intervene with a defibrillator, survival is in 46% of cases.

From 2017 every Italian sports facility must have a defibrillator, with the new law they will arrive in many others Italian public places. From this year there are two million a year available to make contributions to the installation. In the project there is not only the diffusion of defibrillators in public places, but also training courses in schools. Local authorities can give incentives for installation in shopping centers, condominiums, hotels and in structures open to the public.

According to the new law, there will be one equipment mapping and each 118 control unit will have in real time the location of the defibrillators and volunteers present in the area. The key step is the decriminalization of the use of defibrillators by non-healthcare personnel. “It wipes out any kind of fear you may have in using the defibrillator. Anyone who uses the defibrillator will not face any consequences because it is a device that only does good: it cannot hurt the person rescued or those who help them, ”said Giorgio Mulè, Undersecretary of Defense of the Draghi government.

The defibrillator is a life-saving tool and can be used even without having completed a course, explains Daniela Aschieri, President of Progetto Vita. «The newly turned on defibrillator gives indications on what the person has to do. The two large patches, the electrodes, must be placed on the patient’s chest. The indication of the positions is on the electrodes themselves. At this point it is the defibrillator that starts working by analyzing the heart rhythm of the heart. It recognizes if there is a cardiac arrest that requires the electric shock and tells you to walk away and press an orange button. This is the fundamental information ». Everyone can be a rescuer.
