The Civil Police of Santa Catarina revealed details about the strategies used by criminals to recruit potential attackers in cases of terrorist threats.
In an interview with CNN Behind the Scenes the general delegate Ulisses Gabriel and the delegate and Intelligence manager, Raphael Werling, shared information about the system that prevented attacks in Brazil and abroad.
According to Ulisses Gabriel, investigations in Santa Catarina brought worrying cases to light.
“We had some cases in Santa Catarina that, in a way, made us very sad,” he said.

Gabriel reported: “In many search and seizure warrants, we identified a young woman, a possible attacker, who was in deplorable living conditions, living with family members, with very poor basic hygiene conditions, and the structural conditions of the room where she lived were also very poor.”
The delegate highlighted that criminals exploit these vulnerabilities: “People use psychological mechanisms of people who are vulnerable to use them to commit crimes”.
This tactic has proven to be recurrent, with authorities often finding themselves in dire situations when they reach potential attackers.
Preventive actions
The Santa Catarina authorities did not limit themselves to simply identifying possible threats.
Gabriel reported that “on other occasions, individuals are, in fact, organizing themselves to commit a type of crime, whether it be a school, a daycare center or another public place.”
As a result of the investigations and operations carried out, the chief delegate mentioned that “some 8 arrests of individuals” were made during the “33 operations carried out”.
These preventive actions demonstrate the authorities’ commitment to combating potential attacks before they materialize.
