Demand and international situation impact diesel rise, says FGV professor

Since the week of January 11, when Petrobras announced an adjustment in fuel prices to distributors, the average value of diesel at service stations has been rising, according to CNN survey based on data from the National Agency of Petroleum, Natural Gas and Biofuels (ANP).

Between January 9 and 15, a liter of fuel cost, on average, R$ 5,422. In the last week analyzed by the ANP, between the 6th and 12th of February, the average value was R$ 5,589.

On average by regions, the price of fuel fluctuated. In the week of January 9th to 15th, a liter of diesel cost R$5,646 in the North, R$5,561 in the Northeast, R$5,450 in the Southeast, R$5,309 in the South and R$5,682 in the Midwest.

In the week between February 6th and 12th, the values ​​were BRL 5,788 in the North, BRL 5,735 in the Northeast, BRL 5,545 in the Southeast, BRL 5,425 in the South and BRL 5,709 in the Midwest.

The professor at Fundação Getúlio Vargas (FGV), Pierre Souza, explains that the fluctuation in prices is not only due to federal and state taxes and the values ​​practiced by Petrobras.

There is also a question of demand. “January is a month of vacation, after the holidays. There is a large movement of cargo across Brazil, which increases the demand of truck drivers. Therefore, gas stations end up charging higher prices due to the greater demand for fuel.”

Regarding regional differences, he also says that the explanation lies in consumer behavior. “In some regions, there is greater movement of agricultural products and cargo, which means that there is greater demand and, consequently, the value of diesel increases”.

This Saturday (12), President Jair Bolsonaro said that he works with Petrobras to reduce the value of fuels in a “legal way”, without interfering with the price policy.

According to professor Pierre Souza, even with the efforts of initiatives such as the PEC on fuels and the freezing of ICMS, international factors can make it difficult to reduce prices practiced by Petrobras.

He says that if there is an invasion of Ukraine and the United States announces economic sanctions, for example, the value of a barrel of oil could soar, as well as the exchange rate.

“As the values ​​charged by the company are in line with international prices, the company cannot handle a possible readjustment, which will impact the final consumer.
