Deputies and TCU oversee federal hospital in Rio de Janeiro

Federal deputies of the Financial Inspection and Control Commission of the Chamber will carry out an inspection at the Federal Hospital of Bonsucesso, this Friday (3rd). The delegation will be attended by federal deputies Kim Kataguiri (DEM-SP), Hildo Rocha (MDB-MA), Elias Vaz (PSB-GO) and Áureo Ribeiro (Solidariedade-RJ), as well as employees of the Federal Court of Accounts ( TCU).

A survey by the Commission found that 69% of the contracts signed by the federal hospital in Bonsucesso, in the last three years, were for exemption from bidding. The fact caused surprise to deputies Kim Kataguiri (DEM-SP) and Elias Vaz (PSB-GO), who produced a request to audit all these contracts, together with the Federal Court of Accounts (TCU).

In the application, the lawmakers affirm that these documents, signed with 33 companies, add up to more than R$ 96 million, and provide basic and common services such as cleaning, surveillance, and electronic monitoring. The deputies also highlighted that five of these companies maintain permanent contracts with the health unit.

“There are suppliers with permanent relationships with the unit, and even after the exhaustion of possibilities of extension of contracts arising from the auctions (five years), the hospital maintains the providers through emergency contracts until they manage to win another bidding process”, they say .

According to the delegation, the intention of this first visit is to check how the hospital is working and visit the areas that are objects of the contracts that are being inspected. The group also intends to have access to the documents, and to talk to the unit’s management about these contracts.

In addition, the deputies intend to investigate the functioning of the areas that were affected by the fire, which took place at the hospital in August of last year. In November, the Federal Court of Rio de Janeiro ordered the Union to present, within 60 days, a plan to hire employees for the health unit, the largest in the federal network in the state.

Pandemic CPI also pointed out irregularities in hospital contracts

Documents received by the CPI on the Pandemic indicated irregularities in the use of resources at Bonsucesso hospital. According to the senators, while there were contracts with exemption from bidding and for emergency purchases, cancer patients were left without assistance in mid-2020.

Despite being the largest hospital in Rio, the unit was not chosen as a reference for the treatment of patients with Covid-19, due to structural problems.

Reports made to the Federal Hospital of Bonsucesso ombudsman, also received by the CPI, indicate that around 300 people had their transfers made without patients and relatives being notified —“in the dead of night”, according to the documentation.

The HFB, which is a reference in medium and high complexity care, was closed last year and suffered the impact of a major fire in October, which left 16 patients dead.

A CNN contacted the press office of the federal hospital in Bonsucesso and has not received a response so far.
