Deputies debate state compensation for ICMS ceiling

In a debate held by CNN this Friday (27), federal deputies Paulo Teixeira (PT-SP) and Ricardo Barros (PP-PR) discussed the possible compensation of states and municipalities made by the Union, in case the bill that limits the collection of ICMS is approved.

Barros, who is the government’s leader in the Chamber and in favor of the ICMS ceiling, said: “loss of revenue with the reduction of taxes is immediately compensated with the heating of the economy and with the generation of other revenue”.

In the Chamber of Deputies, the text was approved with 403 votes in favor and 10 votes against. “There is no difficulty in finding a consensual text to advance in the Senate”, defended the congressman.

On the other hand, Teixeira positioned himself against the project. The “government wants to take resources from health, education, the salaries of civil servants and take resources from the states to subsidize gasoline, diesel oil and cooking gas”, he criticized.

In his assessment, the appropriate measure is to “change Petrobras’ pricing policy”.

In the text presented, if the loss of revenue from states and municipalities exceeds 5% of what they used to collect before with these products, the federal government must bear the surplus until the end of this year.
