Such a program operated in 2010-2011. Then, for scrapping a car older than 10 years, its owner could receive a discount of 50 thousand rubles when buying any car of domestic assembly. As a result, about 600 thousand passenger cars were scrapped. In 2014, it became possible to rent not only a passenger car, but also a truck and a bus. For trucks, when buying a similar vehicle, the discount could reach 350 thousand rubles.

A new proposal from Ruslom.com has already been sent to the Ministry of Industry and Trade. Viktor Kovshevny proposes that car recycling be given the status of an indefinite period, that only licensed companies be engaged in scrap collection (for this, a register of recyclers should be created), and for other “collectors” to provide significant fines by law. The main thing is that the discount for car owners when returning old cars increases from 50,000 rubles to 150,000 rubles.
On the other hand, Alexander Kobenko, chairman of the Delovaya Rossiya committee for recycling and secondary resources, said that in practice the discount should be 15-20% of the price of a new car. Against the background of the fact that the purchasing power of the population is declining, this would be a good incentive.
