For the economist and president of Insper, Marcos Lisboa, the most worrying factor of the PEC dos Precatórios is the “discretionary release of funds”. The proposal must be voted on in the second round in the Chamber of Deputies this Tuesday (9).
“You are putting an immense amount of resources in the hands of a few parliamentarians who will decide which interests will be served and which will not be served,” said Lisboa.
“This is a setback for democracy.”

and the PEC dos Precatórios is that it releases much more resources than necessary to expand Bolsa Família, which apparently are going to other uses such as expanding the electoral fund. “The increase in Bolsa Família became a locomotive, albeit a welcome one, but bringing a series of interests that are being little discussed”.
The PEC had its basic text approved in the first round last Thursday (4), by 312 votes to 144. As it is a proposal that amends the Constitution, it needs the support of 308 deputies in two rounds of voting.
STF preliminary injunction
A new contour for the PEC dos Precatório happened with the injunction of Minister Rosa Weber, of the Federal Supreme Court (STF), determining that the government immediately suspend the execution of the budgetary resources of the so-called general rapporteur amendments to the Union Budget.
The president of the Chamber of Deputies, Arthur Lira (PP-AL), met with the president of the court, minister Luiz Fux, this Monday (8) to discuss the determination.
“Minister Rosa Weber’s injunction does not interfere with the Legislative’s capacity to act, to act. It simply interferes in the way we do it”, said Lisboa.
