Discussion on fuel in the Senate is postponed to next week, says rapporteur

The Rapporteur of the Complementary Law Project (PLP) on Fuels, Senator Jean Paul Prates (PT-RN), announced this Wednesday afternoon (16th) that the presentation of the projects on the price of fuels in the Senate plenary was postponed to The next week.

The agenda was scheduled to be presented this Wednesday.

“After a meeting this morning with the presidents of the Federal Senate and the Chamber of Deputies, we decided to postpone until next week the presentation to the Plenary of PL 1472/2021 and PLP 11/2020, both projects designed as a response to the high costs of fuels”, he said in a post on Twitter.

According to the senator, parliamentarians are still looking for “understanding that will allow the speedy processing in the Chamber of Deputies of the text that is approved in the Senate. At the same time, we will listen to more people, seeking a solution that prioritizes the poorest”.

Resistance

The advance in the Senate of the projects that deal with fuel is resisted by a significant wing of the House formed, among others, by the two parties with the two largest benches: MDB and PSD, according to information from CNN policy analyst Thais Arbex. Together these acronyms add up to 27 senators.

At the beginning of the week, party leaders made it clear in a meeting with President Rodrigo Pacheco (PSD-MG), that the discussion on the establishment of a collection model for the ICMS (Tax on the Circulation of Goods and Services) and the creation of a compensation fund to stabilize the price of oil cannot be made through bills, as is the case.

According to reports made to CNN analyst, this wing of the Senate understands that, in order to be effective and in fact reduce the price of fuel for the consumer, the proposals have to happen through changes in the Constitution – that is, by PEC (Proposal of Amendment to the Constitution).
