Divided Parliament will be an obstacle to noboa in the combat of gangs in Ecuador

Winner of Ecuador’s presidential elections with more than 11 percentage points, Daniel Noboa will have to negotiate to establish alliances in his second term. The ability for alliances will determine the future of their hard -to -hand policy to contain crime.

Ecuador is proportionally the country with the largest amount of homicides in Latin America, with 38 per 100,000 inhabitants. Brazil’s index is 21 per 100,000 inhabitants.

One of the measures for which you will need to support the legislature, for example, is to allow the installation of foreign bases in the country. Aligned with Donald Trump, he even asked the US president for help with US forces to combat Crime in Ecuador.

But although authorized by Trump, the measure would need legislative approval for a partial reform of the Constitution, which since 2008 prevents the presence of foreign basis in the country. Noboa’s proposal is the recovery of the American naval base at the Manta Pesqueiro Porto, to perform drug trafficking patrols.

However, with the parliament stands practically divided between allies of Noboa and Correism -the political movement of former President Rafael Correa, whereby the left -wing candidate Luisa González played the elections -without any of the forces having the approval of proposals, the re -elected president of Ecuador can gain advantages by the wide difference of votes to her.

“This gives a margin of negotiation to Noboa, who has already been able to make agreements in his first administration, and who weigh on their governability,” explains analyst Caroline Ávila, professor at the University of Cuenca, University of Azuay and Andina Simón Bolívar University.

Ávila recalls that in the first Noboa government came to power without party, but managed to establish alliances with independent parties and gain a legislative majority, conquering her own political space throughout her mandate.

“He has been able to be able to show efficiency and when it comes to relationship with the Assembly. But this will depend a lot on which role the corrects will take, whether they will occupy a space for inspection and critical opposition, or if they will give it a time of tolerance for him,” he explains.

Avila points out, however, that the great challenge of Noboa will be to get results quickly.

“He has profusely spread this hard -to -social policy on social networks. But in real terms, execution is different, and people now need evidence that there are results,” he explains, stating that if the reelected president does not resolve the urgent demands of the population, he may lose this favorability.
