The 60th edition of the Summit of Heads of State of Mercosur and Associated States ends this Thursday (21) in Paraguay and should not show any progress, according to Gustavo Segré, international analyst and professor of International Relations in Brazil and Argentina.
He assesses that each nation in the bloc has had its own agenda of interests.
“Uruguay negotiates bilaterally with China, which goes against the Mercosur principle; Brazil has already made a unilateral agreement to reduce import taxes; Argentina, in an internal crisis, negotiates in isolation so as not to need the dollar for commercial transactions with Brazil”, he told CNN Radio .
This scenario, according to Segré, shows that “each country is playing its own game, there is no game for Mercosur.”
“In my view, if I had a crystal ball, what could happen is a throwback from a Customs Union going to the Free Trade Zone.”
The analyst explains that, in practice, this is already what happens, with countries making agreements without the consent of the other countries in the bloc.
Even so, the professor believes that an eventual entry of Bolivia and Chile into Mercosur would be positive: “The bigger the bloc, the better the negotiation and increase the consumer market”.
