It is no longer a Dpcm, but a law decree to convert into Parliament within 60 days the one that brings the new rules that the Government has decided to fight the contagion. It will be in effect from Monday 15 March until Tuesday 6 April. The measures introduced are more rigid and restrictive regarding the limits within which colors are assigned to regions and a lockdown similar to that of Christmas is established for the days of Easter.
REGIONS AND COLORS
Regions with a weekly number of cases greater than 250 per 100.
000 inhabitants automatically pass into the red zone. The data are those of the previous week. Currently, the national RT is 1.16 and is close to 250 cases per 100 thousand inhabitants. During the period of validity of the decree the Regions that have data from the yellow zone will pass into the orange zone.
The presidents of regions and autonomous provinces can autonomously establish red zones o other more restrictive measures in the areas of particular circulation of the virus or difficulties in containing the pandemic.
CURFEW
It remains forbidden to go out from 10pm to 5am. It is always possible to return to your residence or domicile.
VISIT
In the orange zone, within the municipality, visits to the homes of friends and relatives are still possible. Two people can be moved in addition to children under 14 or disabled people who live with them. The movement is allowed from March 15th to April 2nd 2021 and on April 6th 2021. Movements in the red zone are not possible. It is always possible to move for work, health or need with self-certification.
RESTAURANTS AND SHOPS
Bars and restaurants are closed to the public, with only take-away and home delivery services allowed in the red and orange zone. The shops can remain open in the orange zone, not in the red zone. In orange you can move within your municipality to do outdoor sports, in the red areas you have to stay close to your home.
SCHOOL
In the red zone, school activities are all remote. Attendance is allowed for pupils with special educational needs and with disabilities and for the use of the workshops. In the orange zone you go to grade up to sixth grade unless there are different local regulations.
EASTER
All of Italy will be the red zone on holidays and before Easter. The days are 3, 4 and 5 April. “It will still be possible to move within your region to a single private home, once a day, maximum two people” as happened at Christmas.
PARENTAL LEAVES
Green light from the Council of Ministers to advance parental leave, linked to the new closures and the increase in red zones. They will be paid 50% for those with children under 14, while 14 to 16 years will not be paid. There is a babysitting bonus of up to 100 euros per week for self-employed workers, health professionals and law enforcement. The bonus is an alternative to parental leave.
