Eduardo Paes announces “civility shock” in Rio de Janeiro in 2025

The mayor of Rio de Janeiro, Eduardo Paes (PSD), announced this Monday (2) that he intends to carry out what he called a “civility shock” in the city in 2025. This is one of the issues that is part of the transition cabinet of government that was opened by the mayor this Monday.

The “civility shock” will be a set of actions to intensify supervision and punishment for those who commit irregularities in urban planning, such as loud loudspeakers on beach sands. Paes, however, explained that the “shock of civility” is different from the “shock of order”, as he says he intends to dialogue with the citizen.

“The shock of order presupposes the citizen’s monopoly of force, but civility has to do with attitude. It’s broader,” said the mayor.

One of the interventions must be in relation to motorcyclists who deliver via apps. According to the mayor, professionals often end up exceeding speed limits or traveling on the sidewalk to make deliveries faster. He stated that he intends to talk to the applications to monitor delivery people. If necessary, provide punishment for motorcyclists and applications.

At a press conference to present the transition cabinet’s working group, the mayor also said that, in partnership with the state government, he wants to expand the city hall’s action in the field of public security.

Next year, Paes wants to return to the discussion on the bill to arm the Municipal Guard. He said that a better structured project should be sent to the Rio Chamber, where his party has a majority. The project was presented in 2018 and has been on the agenda 20 times since then, but has never been voted on.
