Electricity: Who are the beneficiaries of the refund and what amounts will they receive

Tens of thousands of households are expected to breathe a sigh of relief by refunding their bank accounts in June, following the government’s decision to retroactively force multiple interventions on electricity bills.

“Key” for the number of beneficiaries is the amount of family income for 2020 as well as the total charges from the electricity bills in the period from December 2021 to May 2022.

It should be noted that the refund measure concerns the first residence, as stated in the AADE. Thus, the measure is essentially addressed to 4.5 million meters, ie houses, of which it is estimated that significant charges were about 1.3 million. Finance, whoever had extra charges and after deducting subsidies from the State and providers, will receive a refund.

As for the measure of family income, according to Finance Minister Christos Staikouras, it includes 95% of taxpayers.

Let’s see in detail the whole outline of the measures for the refund, but also what will apply for May and June, as well as for the period from July 1, 2022 onwards.

In order to receive the return money, one must submit an application on the online platform, which is expected to open in early June. Applicants must, entering the platform, certify or even correct the details of their residence, ie the number of the benefit and of course state, if it is not entered in the AADE system, the bank account number (IBAN).

Then, after the application is submitted, AADE will run a program to calculate the amount to which everyone is entitled by drawing data from providers.

Specifically, the providers will send to AADE, the total amounts listed in the accounts, issued from December to May, from the adjustment clause. The subsidy given by the state will be deducted from the total amount, as well as the possible subsidy given by the provider.

60% will be refunded for the amount of the net charge. For example:

1. For a net charge of 1,000 euros and over the return will be 600 euros.

2. For a surcharge of 500 euros, the return will be 300 euros.

3. For 150 euros, the return will be 90 euros.

4. For 30 euros the return will be 18 euros, while

5. For amounts less than 30 euros surcharge no refund will be provided.

According to estimates, the resulting return will be credited to the beneficiaries’ bank accounts around mid-June. The amounts will be unsecured and each beneficiary will be able to use them as he wishes.

It should be noted that the retroactivity covers the power consumption, only for the main residence, as the meter number has been declared in AADE. In case of error, the user of the house will be able to correct it during the submission of a statement on the platform.

For students, the compensation will be given if they file a tax return and declare the student housing as their main residence.

There are of course the exceptions, which concern for example the electricity of the utilities in apartment buildings, as the criterion for the return of the money concerns only the consumption for the first house.

In May and June, subsidies on electricity and gas bills on household and business bills will continue.

From July 2022 and with a time horizon of up to one year, the mechanism of discounts on electricity tariffs is strengthened -hortically-, in order to stabilize the retail price.

At the same time, the retail subsidy rate will be adjusted on a monthly basis, strengthening the current mechanism of discounts on tariffs, so that prices remain moderately stable at certain levels, significantly lower than those observed in previous months, and slightly higher than them. which were in force before the crisis.

Finally, as stated by the government, “the new dynamic intervention package will absorb 70-80% of the increase in the price per kilowatt hour for households and businesses. Their total cost amounts to 3.2 billion euros for the rest of 2022, of which of which approximately 1.1 billion euros are borne by the State Budget “.
