Eleven military police officers in Rio de Janeiro were accused of killing four people, including drug dealer Rayane Nazareth Cardozo da Silveira, known as Hello Kitty, during an operation at Complexo do Salgueiro, in São Gonçalo, in July 2021.
According to the complaint by the Public Ministry of Rio de Janeiro, with the endorsement of the commander of the 7th BPM at the time of the facts, soldiers and PM officers would have faked a kidnapping to join the community and execute Hello Kitty and the other targets of the action .
“Parquet received from the legislator the arduous mission of exercising external control of police activity. It must support and establish partnerships with the preventive and judicial police in the fight against crime, without prejudice to exercising the function of inspector with the seriousness and dedication necessary to identify possible abuses. The performance of police activity can never develop through spurious planning, nor adopt contours that are distant from the current order, but must be guided by strict legality”, says an excerpt from the complaint.
Also according to the complaint, the PMs would have disrespected the determination of the Federal Supreme Court (STF), which prevents illegal incursions into communities in Rio de Janeiro, in addition to having identified “later statements by the police in total disagreement with the traces found”.
The denunciation of the 3rd Public Prosecutor’s Office for Territorial Criminal Investigation of the Núcleo de São Gonçalo was accepted by the Judgment of the 4th Criminal Court of São Gonçalo.
In note to CNN the Military Police reported that all police officers investigated were removed from duty on the streets.
The report did not locate the police officers’ lawyers, but leaves the space open for everyone’s positioning.

Rayane Nazareth Cardoso, 21-year-old Hello Kitty, was identified by investigations as the author and mastermind of several crimes in the metropolitan region of Rio, including robberies and homicides.
At the time of the events, Hello Kitty was considered one of the most wanted criminals in Rio de Janeiro and showed herself in photos on social networks using large-caliber weapons, such as rifles.
