The plenary of the Chamber of Deputies approved, this Wednesday (9), by 301 votes to 150 and two abstentions, the basic text of a bill that facilitates the authorization of pesticides in the country. The project is the target of criticism from environmentalists, who have dubbed the article the “Poison Bill”.
THE CNN Specialist in Environment Erika Bechara said that there are several points to be questioned in the bill, and gave some examples.
“They called it the ‘poison package’. For that reason alone, you can already see the resistance to the bill that creates the new regulatory framework for pesticides. Several points are questioned by environmental, scientific, health and human rights entities“, he said.
“Another point is what centralizes the decision on the registration of pesticides at the Ministry of Agriculture. Unlike the current law, which involves the Health Surveillance Agency (Anvisa) and the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama) in the decision. They will only be responsible for analyzing the environmental and toxicological risk. They were protagonists, they became supporting actors. The basis for the change is the reduction of bureaucracy and delay, but this ‘time-consuming’ format did not prevent Brazil from making around 1,500 new registrations in the last three years.”
Criticism of the project
The specialist exemplified more criticism of the project approved in the Chamber. “The rules on advertising are gone, which is also a downside. Advertising is made to generate consumption, so the advertising of dangerous products is controlled or prohibited, such as cigarettes. Why not incorporate it into such a relevant topic?”
Erika Bechara acknowledged the difficulty of reducing the use of pesticides, but stated that this must be a persistent search, to find something good for business and for the environment.
“On the opposite side, there is another PL in the Chamber, which institutes the policy for the gradual reduction of pesticides. maybe not possible eliminate the use of pesticides at once, but that does not mean that we have to conform to the growing use of these substances. It is necessary to find a satisfactory solution for the nobusiness, but also to the health is for the middle environment“.
