EU suspends cooperation and research programs with Russia and Belarus

The European Commission announced today that it has suspended cooperation and research programs with Russia and Belarus due to Russia’s invasion of Ukraine.

The EU is currently funding eight co-operation programs with Russia, contributing a total of € 178 million to support sustainable development in border regions.

The suspension of cooperation means that no further payments will be made to Russia under these programs.

Brussels also suspended two co-operation programs with Belarus, which had a total budget of € 257 million.

In a separate development, the EU has decided to suspend cooperation with Russian entities in the fields of research, science and innovation.

This means that payments under existing projects are frozen and new contracts can not be signed with Russian agencies in these areas, the commission said.

However, no project under the EU’s flagship research program, Horizon Europe, has so far involved Russian organizations.

Preparations were under way for the granting of grants to four projects involving Russian research organizations, but this work has now been suspended.
