EU: Temporary protection of 650,000 Ukrainians

The Commission’s proposal for the immediate protection of displaced persons in Ukraine will be adopted today by the EU Home Office. The aim is not to overburden asylum systems.

The European Commission’s proposal for the temporary protection of some 650,000 Ukrainians who have so far sought protection within the Community is expected to be adopted today by the interior ministers of the Member States, who are meeting in Brussels.

The Community directive was specifically designed to provide immediate protection to those who need it and to avoid overburdening the Member States’ asylum systems.

According to the Commission proposal, Ukrainian nationals and persons resettled in Ukraine, as well as members of their families displaced by the conflict, will be entitled to protection throughout the European Union. The provision of immediate protection includes the right of residence, access to the labor market, access to housing, social security, medical or other assistance and means of subsistence.

Aprocessed procedures

The proposal also provides for a reduction in pressure on national asylum systems, through protection under reduced formalities. Community rules promote the balance of effort between Member States in hosting displaced persons from Ukraine.

The Commission has also issued guidelines for the management of external borders, which clarify the facilities provided to Member States’ border guards under the Schengen rules when conducting border controls.

Addressing the meeting, Greek Minister of Immigration and Asylum Notis Mitarakis stressed that based on the Commission proposal, special decisions should be taken to activate the legal tools that will provide safe shelter to Ukrainians.
