The greenhouse gas emissions, health threats and human rights are at the heart of the European Parliament ‘s debates this week.
On Wednesday 14 July, the European Parliament’s Environment Committee will meet with the Executive Vice-President of the European Commission, Frans Timmermans. The new Commission package that sets the EU targets for a 55% reduction in greenhouse gases by 2030, notes the RES-EIA.
Prior to Mr. Timmermans’ presentation, the Committees on Environment, Public Health and Food Safety will discuss the latest World Meteorological Organization (WMO) report on the State of the World in 2020 with the WMO Secretary-General.
It is noted that the European Climate Law adopted in June 2021 transforms the European Green Agreement from a political commitment to climate neutrality in 2050 into a binding obligation for the EU and the Member States.
It raises to its goal EU to reduce greenhouse gases by 2030 from 40% to 55% compared to 1990 level.
On July 14, the European Commission through Timmermans will present the “Fit for 55 in 2030” package in order to adapt the climate and energy policies through which it will achieve the ambitious target for 2030.
This package includes, inter alia, legislative proposals for the revision of the EU Emissions Trading Scheme (ETS), improvements to Renewable Energy and Efficiency Guidelines, the revision of CO2 emission standards for cars, the LULUCF (Land use and forestry) regulations regulation for 2021-2030) and Effort Sharing Regulations – concerning the division of efforts to achieve the goals between 2021-2030.
On Thursday, Energy Commissioner Kadri Simpson will present the proposals to the EP Industry Committee.
New legislation on international health threats
The Environment Committee will vote on Tuesday new legislation to better manage cross-border health threats, such as Covid-19.
The proposal includes the adoption of a pandemic preparedness plan and a stronger threat detection monitoring system.
Human rights conference
The first conference on the Global Situation of Human Rights will be held on Friday, organized by the European Parliament and the Global Campus on Human Rights, a network of universities that teach human rights. MEPs, commissioners, Nobel laureates, Sakharov Prize winners, representatives of international organizations, experts will meet at this conference.
External relations and roaming rules
The Foreign Affairs Committee will vote on Thursday on three draft decisions with recommendations for the EU’s future relations with the US, Russia and China.
Today, Monday, the Internal Market Committee will give its opinion on a proposal to extend roaming rules in the EU by 2032.
A report on gender-based violence will be voted on
On Tuesday, the Legal and Women’s Rights committees will vote on a report on the effects of domestic violence and custody on women and children.
On Thursday, the Women’s Rights and Civil Liberties Committees will vote on a draft report arguing that civil violence should be recognized as a crime area that should be addressed at European level.
Also this week, EP committees will have their first talks with representatives of the Slovenian presidency.
