The Green Digital Certificate will be put on the negotiating table for the third time this afternoon between the European Parliament, the European Council and the Portuguese Presidency.
So far, the main controversy has been over the European Parliament’s request for free diagnostic tests or even a price cap. MEPs also call on Member States not to impose additional restrictions, such as quarantine, on the holder of certificate reaching their territory. However, Member States want to retain the ability to decide for themselves both on any additional restrictions and on the price of the tests.
The European Parliament also proposes that the certificate be called the “European Covid19 Certificate”, which the Member States seem to accept.
The process is urgent and the aim is to reach an agreement within the week. If this does not become possible tonight, a fourth round of negotiations will need to take place. The regulation on the certificate will then have to be approved by the Council and voted on in the Plenary Session of the European Parliament between 7-10 June.
