A former military sharpshooter opened fire on Saturday night at a birthday party, killing three people, before taking his own life, French authorities said. The police are trying to understand “the how and the why” of this tragedy that occurred in Beaucelles, a community in the west of Vichy, during a family celebration for the birthday of a 20-year-old.
