Exclusive: To CNN, Putin says Brazil and China’s proposal on Ukraine is balanced

In response to CNN Brasil, Vladimir Putin, President of Russia, stated that Brazil and China’s peace proposal for the war in Ukraine is “balanced” and that this shows that the countries are “acting for themselves”.

He highlighted that Russia was not consulted by the Brazilian and Chinese governments, even though the country is “close” to these nations, and that he does not know the exact terms of the document.

“Whether this is good or not is another question, but it is a testimony that Brazil and China are acting on their own, not in the hands of anyone else, including the hands of Russia,” he commented.

“I consider that, in general, they are balanced proposals, aimed at finding a peaceful solution”, he highlighted.

Reinforcing that he only found out about the document when it became public, he pointed out that it is “a good foundation to try to find a peaceful solution”.

Volodymyr Zelensky, President of Ukraine, had previously criticized the proposal. Regarding this, the President of Russia said that “whether Kiev likes the proposal or not is up to them”.

Furthermore, the leader stated that there were negotiations with the Ukrainians to end the war, but that “they” stopped the talks.

“I already said, the Ukrainian side does not consider the possibility of negotiation, it simply makes demands. This is not negotiation”, he claimed.

THE CNN Brazil was the only press vehicle from the Americas present at the meeting with the Russian leader.

Brazil-China peace plan

In May, Brazil and China presented a series of measures with the aim of “de-escalating the conflict” in Ukraine.

The text proposes direct negotiation between Ukraine and Russia based on three principles: no expansion of the battlefield; no escalation of fighting; and the non-inflammation of the situation.

Itamaraty and the Chinese Foreign Ministry still call for an end to the bombing of civil infrastructure and the establishment of a safe zone around nuclear plants on both sides of the border.

Ukrainian President Volodymyr Zelensky criticized the peace proposal during a speech at the UN General Assembly in September.

“And when the Chinese-Brazilian duo tries to grow a chorus of voices — with someone in Europe, with someone in Africa, saying something alternative to a full and fair peace, the question arises: what is the real interest?”, asked Zelensky.

On the same day, President Luiz Inácio Lula da Silva (PT) admitted that work towards an agreement is not easy, but highlighted that it is necessary to find a “common denominator” between Russia and Ukraine.

“There is a proposal from China that has been praised by some people along with Brazil and we are willing to find out if the two countries are interested in talking, because, if they both don’t want to, there will be no conversation”, he added.
