Extension of the deadline for completion of investment plans for development laws

The deadline for completion of the investment plans that have been subject to the provisions of the development laws 3299/2004 and 3908/2011, is extended for an additional year, ie until 31 December 2022 (from 31.12.2021 that is in force today), according to the more specific provisions.

This provides for an amendment tabled by the Ministry of Development and Investment to the draft law on strategic investments and the improvement of the investment environment.

According to the explanatory memorandum, the extension is given due to the inability to complete in time the investment plans that have been subject to the development laws 3299/2004 (A ‘261) and 3908/2011 (A’ 8) due to the difficulties caused by the coronavirus pandemic.

Also, the same amendment stipulates that it is not subject to any tax, fee, contribution or other withholding in favor of the State, it is inalienable and unsecured in the hands of the State or third parties, the aid paid under the NSRF co-financed action for “Subsidy for companies providing accounting and tax services” and extend the period of validity of the tax-free, inalienable and unsecured, in derogation of any other contrary general or special provision, of the aid paid under the NSRF co-financed action “E-grant existing SMEs in the retail sector, for the development / upgrade and management of an online store “until the action is completed.

The purpose of the regulations is the immediate payment of all the aid to the beneficiaries of the action co-financed by the NSRF “Grant of companies providing accounting and tax services” to achieve its purpose.

The conditions for licensing the production of antiseptics are extended

The special licensing conditions for the production of antiseptics for the treatment of coronavirus are extended until March 31, 2022 (expiring on December 31, 2021).

According to the explanatory memorandum, “the regulated regulation seeks to extend the capacity of companies already licensed to manufacture pharmaceutical or cosmetic products and only to produce type 1 disinfectants for human use, whether in liquid or gel form, or impregnated wipes, the placing on the market and use of which are governed by Regulation (EC) No 528/2012 of the European Parliament and of the Council of 22 May 2012 (L 167) on the placing on the market and use of biocidal products, to continue to produce in sufficient quantities.

Maintaining high levels of production of these products is imperative, due to the increase in cases and the continuation of the pandemic, in order to avoid the risk of market shortage of the above essential antiseptic products.

“Under these circumstances, the effective treatment of the further spread of Koranid disease-COVID 19, as well as the provision of sufficient supply to meet the high demand, make the adjustment necessary to extend the possibility of continued production.”

Finally, the amendment provides that the Institute of Biomedical Research (IBE) is re-established at the Institute of Research Technology (IIT) and renamed the Institute of Petroleum Research (RIP) into the Institute of Geoenergy (IG).
