False NGO used homeless people to profit and obtain financial advantages in Amazonas

The Civil Police of Amazonas, through the 24th Integrated Police District (DIP), launched an operation this Tuesday (7) that dismantled an NGO called “Pai Resgatando Vidas” which, according to the police, took advantage of the vulnerability of residents street to obtain donations and financial benefits.

Between the years 2019 and 2024, the criminal group moved more than R$20 million.

The operation called “O Pai está Off”, which resulted in the arrest of Cid Marcos Bastos Reis Maia, 49, leader of the criminal organization, and his son, Wilson Garcia Bastos Bisneto, 21, had the support of the Metropolitan Police Departments ( DPM) and Interior (DPI).

The arrests took place in the Flores neighborhood, in the center-south area of ​​Manaus.

In addition to the suspects, the agents also seized several objects that were with the criminals.

Investigations

According to delegate Marcelo Martins, head of the 24th DIP, investigations revealed that the authors created the NGO with the aim of using the image and vulnerable situation of homeless people to obtain donations and financial advantages, which instead of being reverted to the benefit of vulnerable, were diverted for the authors' own benefit.

Still according to Martins, the investigation revealed the absence of any type of accountability or financial transparency, making it clear that little of the donated resources were actually destined for the project's beneficiaries.

The investigations also indicated the commission of crimes, in particular money laundering and concealment of assets.

“Dad is Off”

The name of the operation refers to the expression “O pai está On”, used by the leader of the group, who called himself “Pai Marcos Bastos”.

Eight arrest warrants were issued by the courts for the members of the group, made up of the mother, sister, nephews and adopted son.

They are all from the same family, but only Cid Marcos and Wilson were arrested, the others are on the run and efforts are underway to capture them.

“In view of the evidence gathered, the Court ordered the preventive detention of those involved, the search and seizure of assets and the kidnapping of approximately 30 vehicles, 4 boats and 2 properties. All these assets were obtained with resources from the criminal organization”, declared the delegate.

A court decision ordered the blocking of social networks used by the NGO, due to their use in bad faith, that is, they were used to obtain donations from people from other states and countries, such as Belgium, Germany, France and Ireland, who donated amounts in euros. for the organization.

Cid Marcos and Wilson, in addition to the other fugitive members, will be charged with criminal organization, embezzlement, mistreatment, misrepresentation, money laundering and concealment of assets.
