The National Federation of Commerce of Fuels and Lubricants (Fecombustíveis) stated that the reduction in the price of a liter of diesel and biodiesel will be R$ 0.33, after exemption from federal taxes PIS and Cofins.
In a statement sent this Monday (14), the entity points out that it is not possible to be sure that the difference in state taxes will actually be R$ 0.27.
“For now, it has not been determined in any legal document that this amount will be R$ 0.27, because each state operates with different rates on diesel, whose calculation basis varies according to the Weighted Average Price to the Final Consumer (PMPF) . In other words, it still depends on the regulation of the governors”, discloses the Federation.
The position comes after President Jair Bolsonaro (PL) told journalists that the reduction should be R$ 0.60 per liter of diesel at gas station pumps.
“It should be communicated, I will contact the Minister of Mines and Energy to see what has already been done and to notify the staff that they have to lower the price of diesel by 60 cents, which is equivalent to a part of the ICMS and the entire tax. federal government that I zeroed,” he said.
O bill no. 11 of 2020, sanctioned last Friday (11) by the President of the Republic, also defined an emergency transition in the case of diesel and biodiesel. While the single ICMS collection is not adopted, the federal government has zeroed the contribution rate for PIS/Cofins.
Fecombustíveis also said that some distributors have not yet passed on the exemption.
“It is important to point out that gas stations buy fuel from distributors, not refineries. To pass on the reduction in diesel prices to the consumer, they have to receive the product at reduced prices from their distributors. So far, there has been no transfer of the exemption from PIS/Cofins (diesel and biodiesel), of R$ 0.33, in the deliveries of diesel by some distribution companies to service stations”, highlighted the statement.
Questioned by CNN about when this reduction should reach consumers, Fecombustiveis declared not knowing exactly, and said that the price reduction depends on the distributors.
THE CNN questioned the distributors and asked if the fuel had already started to be sold to establishments with exemption from taxes. Vibra Energia, former BR Distribuidora, stated that “Petrobras is responsible for this change”.
Ipiranga, on the other hand, stated that “it was informed of the tax reduction by suppliers and has already updated its commercial status for its service station network.” CNN also asked Raízen for a position, but has not yet received a response.
After Vibra Energia’s note, CNN requested information from Petrobras about the change in the PIS/Cofins collection, which has not yet been returned.
The Ministry of Mines and Energy was also contacted to find out if the ministry had notified gas stations at the request of President Jair Bolsonaro, about the reduction of a value of R$ 0.60 in the price of diesel and biodiesel.
