The Federation of Trade in Goods, Services and Tourism of the State of São Paulo (FecomercioSP) sent proposals to the Central Bank to increase security in the use of Pix, the instant payment system developed by the BC.
After the increase in fraud and crimes with the tool, the monetary authority has already adopted new rules, such as the limitation to R$ 1 thousand for transfers at night, but FecomercioSP assesses that the measures are insufficient.
“Criminals use orange accounts and/or rent/ticket accounts to commit illicit acts and quickly direct the extracted resources, so that it is not possible to trace the values”, said FecomercioSP, in a note.
In this sense, one of the proposals is to restrict immediate transfers to accounts that have been created less than three months ago, considering that many of them are made only to carry out fraud.
The federation also suggests combining this rule with the adoption of measures to verify the identity of recipients. The idea is that, in the first three operations, the user performs a double check (confirming, for example, the data via cell phone and e-mail or entering a security code), which would allow the information to be traced.
FecomercioSP also proposes to increase the criteria for opening digital accounts, such as confirmation of the veracity of documents sent via easy recognition, biometrics or PIN code.
The economic advisor of FecomercioSP, Fábio Pina, recognizes that the measures will not end the problem, but tend to make criminal actions difficult and/or facilitate the identification of suspicious transactions, such as when an account is stopped for months and, subsequently, starts receiving multiple transfers by Pix.
Pina also stresses that the measures are just suggestions for the BC, which has more information about the modus operandi of fraud and crimes, and therefore may have better suggestions to increase Pix’s security.
“Pix is an excellent tool. It’s good for consumers and business people. But transactions between individuals have generated insecurity. So we are proposing to create more security criteria.
Of course, there is a transaction cost for the customer, who may have to wait longer to receive a Pix or have to go to a cashier to do the biometrics, but the solution has to be simple, maximize the benefit and minimize the risk”, explained in an interview.
